Board of Directors

Marta Van Loan

Board President

Marta Van Loan is a retired scientist (US Department of Agriculture) and Professor from the University of California, Davis. Her research explored the effects of nutrition and exercise on human physiology. Her research is known nationally and internationally. Dr. Van Loan has also served on editorial boards for 3 major scientific journals. In Martinez she volunteers work for the Friends of the Martinez Library and CERT (Community Emergency Response Team).

Suzanne Chapot

Secretary

Growing up as a third-generation Martinez resident and daughter of a city councilmember Suzanne feels a strong connection to her town.

After graduating from USC with a B.A. in Political Science, she spent a year in VISTA as a community organizer, first in Georgia then in Miami. She returned to California and received her teaching credential at UCB. After teaching in Richmond, she earned her J.D. at Golden Gate University.

Suzanne retired as Chief Assistant Public Defender of Contra Costa County.  Since her retirement, Suzanne has been a reading tutor for elementary school children, volunteered for various political campaigns, and supports organizations including the Southern Poverty Law Center, Planned Parenthood, and the Innocence Project. 

In her first non-profit leadership role she looks forward to being actively involved in and supporting her community.

Lucinda Cartwright

Treasurer

Lucinda retired from a 40-year career in the insurance industry with 25 years as a liability underwriter for National Accounts, where statistical modeling, trend analysis,  and making financial projections were critical skills. Those skills now serve well in her position as President of the Board of her HOA, and she expects to also use them for the benefit of MCF.  

She is an active member of Martinez CERT as well as a dedicated practitioner of Tai Chi, and is looking forward to making a difference in the community.

Tania Brugger

Board Member

A Martinez resident since the age of five, Tania is a former board president of the Concord Chamber of Commerce and the Monument Crisis center, Rotarian, and Martinez Unified school board member. With over two decades of experience in the banking industry, she is excited to use her skills to give back to the community she calls home.

Kyle Hurley

Board Member

Kyle has a professional background in audit and compliance, having worked with both credit unions and banks across California in senior director roles. She has developed a solid understanding of risk management and regulatory oversight, and takes pride in bringing integrity and thoroughness to the Board.

Outside of work, Kyle is an avid mountain climber and hiker and plays on a coed soccer league to stay energized and connected. Balancing professional growth with community involvement is something she values deeply.

Charley Daly

Board Member

Charley Daly is an accomplished community engagement leader based in Martinez, CA, currently serving as Alumni Manager at the Diablo Valley College Foundation where he grew alumni membership by 700% through strategic social media outreach and events. He founded the DVC Alumni Speakers Bureau to connect alumni with students and faculty, hosts the DVC Alumni Podcast (3000+ downloads and more than 100 episodes) to amplify alumni stories, and organizes high-attendance events and mentorship programs.

A skilled facilitator and board member of the Martinez Community Foundation, Charley brings a background in sales engineering, marketing, and nonprofit leadership—previously revitalizing the Pleasant Hill Chamber of Commerce and delivering measurable growth through events, grants, and digital campaigns—to build inclusive, opportunity-driven networks that connect people and ideas.

Laura Philpot

Board Member

From the Yacht Club to the Chamber of Commerce as a very active member of the Martinez community, Laura brings many excellent connections to the table for MCF.

Linda Meza

Board Member

Linda Meza serves on the Board of Directors of the Martinez Community Foundation and brings extensive experience in community engagement, nonprofit partnerships, and local economic development. In her professional role, she works closely with community organizations, civic leaders, and small businesses across Contra Costa County to support initiatives that strengthen neighborhoods and expand access to resources. Linda is deeply committed to Martinez and values collaborative, community-driven solutions that support long-term local impact.

Rebacca Clancy

Staff

Rebecca Clancy is an administrative professional with a background in legal, financial, and organizational support. Originally from Walnut Creek and now residing in Oakley, she earned a Bachelor of Science in Criminal Justice from California State University, Hayward.

Outside of her professional work, Rebecca is actively involved in her community through youth programs and local organizations.
